The ACPS School Board took steps to advance collective bargaining here in ACPS with the release of numerous documents related to collective bargaining and its passage process. The documents released include:
1.) The Authorization of Collective Bargaining in ACPS (1)
This document appears to be the school board formally saying "Yes," to the question of whether or not ACPS employees will get collective bargaining. This is in response to an affidavit filed by the Education Association of Alexandria (EAA) several months ago which forced the School Board to formally respond to the aforementioned question. It should not be mistaken as the collective bargaining resolution itself.
2.) Proposed Timeline for Collective Bargaining Resolution (2)
Important dates in the process of passing the collective bargaining resolution are:
February 22: Draft Collective Bargaining Resolution presented to the Board for information
February 29: Public Hearing
March 7: Work Session
March 21: Collective Bargaining Resolution presented to the Board for Action
According to this timeline the earliest ACPS could have a collective bargaining resolution is March 21, 2024.
3.) ACPS Draft Resolution for Collective Bargaining
This is School Board's draft for what they believe collective bargaining should look like in ACPS. This document will detail who the School Board deems eligible for collective bargaining (pg. 2), what topics can be collectively bargained over (pg. 4), and the conditions for how employees can vote (pg. 8) to continue the collective bargaining process.
4.) VEA Collective Bargaining Resolution for Alexandria City Public Schools (4)
This is the Virginia Education Association's (VEA) draft for what they believe collective bargaining should look like in ACPS. This document will explain who the VEA deems eligible for collective bargaining (pg. 3), what topics can be bargained over (pg. 11), and employee election conditions to continue the collective bargaining process (pg. 5). A more detailed update will be provided once I get the opportunity to read the documents more closely and ask some questions to the appropriate parties. -Alex's Pen
